The Offeror awarded a Contract as a result of this Solicitation (herein referred to as Contractor ) must plan and execute a program of evidence-based, trauma-informed, school-based and community-based services to youth, and their families, attending the schools identified in the Geographic Area awarded to the Contractor. The Contractor must be able to provide these services to youth and families members with limited English proficiency and must be able to equally engage and serve families from multiple ethnic and racial backgrounds. Services must be ethnically and culturally relevant to the entire school population. The Contractor's services must be delivered in a coordinated, integrated, and consistent fashion. At a minimum, the Contractor's program must include behavioral health services, care management, and positive youth development services. Program services must be provided during hours which have been shown to increase youth and family participation, including regular evening and weekend hours, based on the needs of the school community. The Contractor's program staff must offer services in the school building when school is in session but have the flexibility to meet clients in other locations as needed. When school is not in session, such as winter, spring, and summer breaks, staff must have flexible hours that allow them to provide services when students and families are most available and most likely to participate, especially afternoons, evenings, and weekends during the summer.
