RFP #1167406 - Comprehensive Asset Lifecycle Management for County Physical Security Systems

Background
Montgomery County, Maryland is seeking proposals for Comprehensive Asset Lifecycle Management (ALM) for County Physical Security Systems. The Security Services Division (SSD) of the Montgomery County Department of Police (MCPD) manages these systems, which include Access Control Systems (ACS), Intrusion Detection Systems (IDS), Video Management Systems (VMS), and fire alarm monitoring software integration. The goal is to ensure that security systems remain reliable, compliant, and cost-efficient throughout their operational life across over 200 County-owned and leased facilities.

Work Details
The selected Contractor must demonstrate comprehensive ALM capabilities, including:

1. Asset Registry & Centralized Inventory;
2. Annual Inspections, preventive maintenance, and software/firmware upgrades for ACS, IDS, and VMS;
3. Repairs, Replacement, and Warranty Handling Requirements;
4. Engineering design services for new security system installations;
5. End-of-Life, Decommissioning & Disposal;
6. Minimum Service Level Agreements, Key Performance Indicators & Reporting;
7. Quality Control;
8. Uniforms;
9. Employee Identification;
10. Workplace Safety and Cleaning Up;
11. Protection of Existing Facilities;
12. Use of Site;
13. Criminal Background Checks;
14. County Inspection of Work.

Period of Performance
The contract will be performed over a period starting from the contract award date until all services are completed as specified in the scope of work.

Place of Performance
Services will be performed at various locations across Montgomery County, Maryland, specifically at over 200 County-owned and leased facilities.

Bidder Requirements
This solicitation is reserved for vendors registered in Montgomery County's Local Small Business Reserve Program (LSBRP). Vendors must demonstrate compliance with the LSBRP criteria based on location, ownership status, number of employees, and annual revenue.
