Background
The Office of the Public Defender (OPD) of Maryland is issuing this Request for Information (RFI) to explore the availability of eDiscovery Software as a Service (SaaS) solutions that can support statewide criminal defense and related legal representation.
The goal is to gather information on commercial sources capable of securely managing large volumes of electronic discovery data, which is critical for OPD's operations.
Work Details
The RFI seeks information on eDiscovery SaaS solutions that can handle the following tasks: securely receiving, processing, organizing, reviewing, analyzing, sharing, storing, archiving, and exporting electronic discovery materials.
OPD ingests an average of 7 TB of discovery data weekly and requires a platform that can efficiently process both structured and unstructured media types including audio/visual evidence (e.g., body-worn camera footage, surveillance video), digital documents (e.g., PDFs, medical records), and other relevant formats.
Respondents are asked to provide detailed company information, core offerings, relevant experience with public sector implementations, operational capacity for high-volume support, compliance with security standards, and technical specifications regarding system architecture and performance.

This RFI was issued on October 20, 2026. Responses are due by November 9, 2026.
