Background
The City of Baltimore Office of Boards and Commissions, at the request of the Department of Public Works, Office of Engineering and Construction, is seeking proposals from three Civil Engineering firms to provide engineering services for the development of a City-wide Hydraulic and Hydrologic (H & H) and stormwater quality model for Baltimore's stormwater drainage system.

This project aims to expand on an existing model completed for three sub-watersheds, with the goal of improving stormwater management and flood resilience in the city.

Work Details
The selected firms will develop a fully integrated stormwater model to:
- Characterize the performance of the public storm sewer system under various rainfall scenarios;
- Simulate potential flood events;
- Evaluate impacts of stormwater management practices;
- Assess feasibility and effectiveness in meeting waste load allocations for regulated stormwater;
- Identify options for repairing storm sewers;
- Study impacts of street trees and human behavior on collection capacity;
- Develop capital improvement projects to mitigate flooding; and
- Evaluate resiliency and sustainability of public stormwater assets.

The total area remaining to be modeled is approximately 68 square miles. Each firm must demonstrate experience in dynamic stormwater modeling software, data gathering, identifying data gaps, using modeling standards, building integrated models including flow surveys, rainfall data components, sewer pipe flow components, digital terrain models, calibration and verification to industry standards, developing comprehensive reports on findings and recommendations, providing storm drain inspection services using advanced technologies, coordinating multi-disciplined teams including MBE/WBE participation, and developing knowledge management processes.

Period of Performance
The contract will be performed over a period of two years with an option for a one-year extension at the City's discretion.

Place of Performance
The work will be performed within the City of Baltimore.
