Request for Information: Generation and Transmission of Retail Electricity Supply

Background
The State of Maryland's Office of State Procurement (OSP) is conducting a Request for Information (RFI) to gather insights on the Generation and Transmission of Retail Electricity Supply. This initiative aims to identify capable suppliers for a future procurement process, which will support the state's electricity needs across multiple service zones. The OSP's goal is to enhance participation from Small Businesses (SB), Minority Business Enterprises (MBE), and Veteran Small Business Enterprises (VSBE).

Work Details
The RFI outlines that suppliers must be able to provide approximately 300,000 MWh of electricity annually for up to 3,000 accounts. Key responsibilities include:
- Providing seamless transitions for account switching from existing electric suppliers.
- Maintaining insurance coverages including Commercial General Liability and Worker’s Compensation.
- Ensuring compliance with FERC, NERC, and PJM guidelines.
- Conducting necessary nominations for electricity delivery and managing Problem Escalation Procedures for emergencies.
- Suppliers must also be familiar with transmission grid policies and line loss policies.

Period of Performance
The anticipated contract term is expected to commence in the Second or Third Quarter of 2026 and may extend over multiple years with potential renewal options.

Place of Performance
The services will be performed statewide across various geographic service zones in Maryland.

Bidder Requirements
Respondents must possess relevant licenses such as a Maryland Public Service Commission license for deregulated Electric Supply and a FERC power marketing license. They should have prior experience as a Load Serving Entity supplying retail power to government clients. Additionally, bidders need to provide an irrevocable Letter of Credit and Performance Bond valued at 10% of the contract amount.
