Background
The Public School Opportunities Enhancement Program (PSOEP) Grant is administered by the Maryland State Department of Education (MSDE). Work Details
The PSOEP focuses on creating extended day and summer enhancement programs for children aged four to 19. These programs should provide educational and recreational enrichment before and after school, on weekends, holidays, and during vacations. Proposed activities must target specific local school systems, nonprofit organizations, and Community Schools in areas where at least 50% of students qualify for free lunch under the National School Lunch Program. Eligible entities include LEAs, nonprofit organizations (with priority given to Maryland-based nonprofits), and Community Schools.

The grant allows for a variety of uses including intervention strategies, curriculum purchases, staff salaries, professional development, classroom materials, tutoring services, arts education activities, and more. However, costs related to proposal preparation, entertainment, field trips without academic support, capital improvements, or supplanting existing funds are not allowed.

Period of Performance
The grant period spans four years: Year I from July 1, 2025 to June 30, 2026; Year II from July 1, 2026 to June 30, 2027; Year III from July 1, 2027 to June 30, 2028; and Year IV from July 1, 2028 to June 30, 2029.

Place of Performance
The program will be implemented in various counties across Maryland including Allegany County, Baltimore City and County, Caroline County, Cecil County, Charles County, Dorchester County, Garrett County, Kent County, Prince George’s County, Somerset County, Talbot County, Washington County, Wicomico County, and Worcester County.

Bidder Requirements
Eligible applicants must demonstrate a partnership with local schools through a signed Local Education Agency/School Participation Agreement. Priority will be given to applicants serving communities identified as ENOUGH communities under the ENOUGH Act of 2024 aimed at addressing child poverty. All applicants must comply with safety protocols for staff working with children and ensure equitable access for all students.
