Project No. 1391 Baltimore City Stormwater Masterplan

Background
The City of Baltimore Office of Engineering and Construction (OEC) has authorized a Request for Proposal (RFP) for Project No. 1391, aimed at developing a comprehensive stormwater masterplan for the City over the next 20 years.
This initiative is part of the city's efforts to enhance its stormwater utility management and ensure sustainable practices in response to environmental challenges.

Work Details
The project will involve:
1. Data gathering, compilation, and evaluation of existing stormwater data.
2. Review of available condition assessment data.
3. Development of a ratings system for prioritization of repair and replacement (R&R), including capacity and remaining useful life assessments.
4. Limited hydraulic modeling to determine appropriate levels of service and conduct gap analysis.
5. Stakeholder engagement to develop Levels of Service and Logic Workflows that incorporate equity, climate change projections, development trends, ecological conditions, and socio-economic factors.
6. Identification and prioritization of areas of concern with a decision-making framework for enhanced operations and capital improvement projects (CIP).
7. Evaluation of staffing, equipment, training, and technology needs to implement the masterplan.
8. Assessment of the fiscal condition of the stormwater enterprise fund and development of financial models for revenue requirements.

Period of Performance
The contract will be performed over a period of two years, with an expectation that the masterplan development will be completed within one year.

The work will be performed in Baltimore City.
