Project No. 1385R Design, Build, Finance, Operate And Maintain Design-Build-Finance-Operate-Maintain (DBFOM) Sludge Processing And Disposal At The City Of Baltimore Back River Wastewater Treat

Background
The City of Baltimore Department of Public Works is seeking proposals for Project No. 1385R, which involves the design, build, finance, operate, and maintain (DBFOM) of sludge processing and disposal at the Back River Wastewater Treatment Plant (BRWWTP).

The project aims to enhance wastewater treatment operations through sustainable practices, focusing on producing high-quality Class A biosolids and addressing emerging contaminants like PFAS. The BRWWTP is Maryland's largest advanced wastewater treatment facility with a capacity of 180 million gallons per day.

Work Details
The scope includes:
1. **Design and Construction**: Develop a new dewatering system and sludge heat drying system with a guaranteed processing capacity starting from 45 dry tons per day, up to a maximum of 90 dry tons. The system must achieve moisture content below 10% and accommodate future capacity expansion.

2. **Operations and Maintenance**: Operate the facility in compliance with design and regulatory requirements, including routine maintenance and emergency repairs. Maintain a computerized maintenance management system (CMMS) accessible to the City.

3. **Marketing, Selling, and Hauling of Biosolids Product**: Market the final biosolids product under the City brand, including branding, packaging, distribution, and identifying revenue-generating outlets.

4. **City Fees**: Monthly property lease fees will be charged to the service provider for the contract duration.

Period of Performance
The contract is expected to span over a long-term period of 20 years.

The work will be performed at the Back River Wastewater Treatment Plant located in Baltimore, Maryland.
