Description

Background
The Baltimore City Department of Transportation (BCDOT) is issuing this Request for Proposals (RFP) for an engineering and design consulting firm to advance concept plans to 30 percent design along the Druid Park Lake Drive corridor from Greenspring Avenue to I-83.

The project aims to create a reimagined Druid Park Lake Drive that is safe, accessible, and designed for all ages and abilities. This federally funded project will utilize Neighborhood Access and Equity (NAE) grant funds administered by the Federal Highway Administration.

Work Details
The scope of work includes:
1) Conducting two significant public outreach campaigns, including hybrid open houses and community presentations;
2) Reviewing the 2022 Feasibility Study to confirm any changes in existing conditions;
3) Performing field views and analyses to narrow selected options;
4) Presenting selected alternatives and gathering community input;
5) Developing a locally preferred alternative street design;
6) Evaluating traffic impacts using planning-level traffic models;
7) Making recommendations regarding transit accessibility, including bus stop evaluations;
8) Creating a Corridor Open Space Plan for small parks along the corridor;
9) Conducting environmental analysis supporting NEPA documentation;
10) Preparing a comprehensive planning and design study report documenting all tasks, public outreach efforts, land use analysis, transportation concepts, and traffic analysis.

Period of Performance
The contract duration will not exceed 18 months.

Place of Performance
The work will be performed along the Druid Park Lake Drive corridor from Greenspring Avenue to I-83 in Baltimore City.

Bidder Requirements
Firms must be prequalified by the Office of Boards and Commissions for applicable disciplines at the time of submission. A Professional Engineer registered in Maryland must serve as Principal. The project has a Disadvantaged Business Enterprise (DBE) participation goal of 30%. All proposed DBE firms must be certified by the Maryland Department of Transportation.
