Background
The Maryland Department of Health (MDH), specifically the Behavioral Health Administration (BHA), is issuing this Request for Applications (RFA) to support the development and dissemination of training programs aimed at enhancing the core competencies required for professionals within Maryland’s Public Behavioral Health System.

The initiative focuses on training Peer Recovery Specialists and individuals with lived behavioral health experiences pursuing certification as Peer Recovery Specialists. The total funding available for this contract is up to $199,999 per year, with a total potential award of $599,997 over three years.

Work Details
The selected applicant will be responsible for:
1) Providing and disseminating training on core competencies and skill development for Peer Recovery Specialists (PRS) and Certified Peer Recovery Specialists (CPRS).
2) Managing a registration platform for courses.
3) Maintaining a system to track participant Continuing Education Units (CEUs).
4) Delivering virtual or in-person training sessions.
5) Issuing certificates for all training events.
6) Serving as an approved 'Education Provider' with the Maryland Addiction and Behavioral-health Certification Board (MABPCB).

The training will cover core peer support competencies, advocacy, ethical considerations, mentoring and education, recovery and wellness, as well as specialized topics such as trauma-informed care and motivational interviewing. A minimum of four trainings in each domain area is required annually.

Period of Performance
The anticipated duration of services is nine months for the first year from October 1, 2025, to June 30, 2026, with options to extend for two additional years (July 1, 2026 - June 30, 2027; July 1, 2027 - June 30, 2028).

Place of Performance
Training services will be delivered throughout Maryland via both virtual platforms and physical venues as necessary.

Bidder Requirements
Applicants must be a social organization or a local/state government agency or public college/university. Nonprofit organizations must be classified as tax-exempt under section 501(c)(3). Applicants must provide proof of certification by credentialing boards to offer continuing education units for CPRS. A minimum of two years of experience providing relevant services is required along with three references from the past five years.
