PA-000-260-003 - Repair/Replace Two Gas Lines at MSP Waterloo Complex

Background
The Maryland State Police, under the Department of General Services, is seeking to repair and replace two gas lines at the Waterloo Complex located at 7777 Washington Boulevard, Jessup, Maryland. The project aims to ensure compliance with new code requirements while maintaining operational integrity for the facilities involved.

Work Details
The scope of work includes:

1. Replacement of a 4-inch gas line between Building 7745 (Quartermaster Division) and Building 7749 (Motor Vehicle Division).

2. Replacement of a 3-inch gas line between Building 7749 (Motor Vehicle Division) and Building 7765 (Property Unit).

3. Connecting new piping to existing piping at each building, with new lines exiting the ground outside buildings and entering through exterior walls.

4. All above-ground piping will be painted yellow.

5. New piping will undergo pressure testing for leaks.

6. All materials used will be steel pipe welded construction.

7. Ground-level piping will be coated with primer and protective cathodic protection coating.

8. Installation of new shut-off valves and restoration of gas service post-installation to verify operational status of existing appliances.

9. Excavation for new piping must meet a minimum burial depth of 36 inches, with removal and installation of asphalt and concrete curbing as needed to match existing conditions.

10. Notification to Miss Utility for conflict scanning is required, including up to six test pits for clarification of any conflicts uncovered during scans.

Period of Performance
The contract work is expected to be completed within 180 calendar days from the start date.

All work will take place at the Maryland State Police Waterloo Complex located at 7777 Washington Boulevard, Jessup, Maryland.

Bidder Requirements
This solicitation is designated as a Small Business Reserve (SBR) only solicitation, encouraging participation from Minority Business Enterprises (MBE) with a goal set at 10%. Bidders must provide a Bid Proposal Affidavit and SBR Contract Affidavit with their submission.
