One-On-One Statewide Support Services_SSA/OTOSW-24-001-S

Background
The Department of Human Services (DHS) of the State of Maryland is issuing a Request for Proposals (RFP) numbered SSA/OTOSW-24-001-S to acquire high-quality one-on-one (1:1) support services for children placed in out-of-home care statewide. This excludes those placed by the Baltimore City Department of Social Services or Anne Arundel County Department of Social Services.

The goal of this contract is to ensure the safety and well-being of children/youth through temporary supplemental supervision and support services. This will promote stability in their placements and facilitate reunification with their families.

Work Details
The contractor will provide 1:1 support services which include:
- Staffing requirements: All staff must be at least 21 years old, pass background checks, be proficient in English, and receive training in Therapeutic Crisis Intervention, Crisis Prevention Intervention, Safe Crisis Management, Medicine Management, First Aid, and CPR.
- A Care Coordinator will be assigned to work with the Project Manager to manage service delivery.
- A Clinical Project Manager must be a Licensed Certified Social Worker responsible for overseeing behavioral health plans and ensuring proper treatment plans are implemented.
- Services are to be provided 24/7 as needed based on referrals from the DHS.
- The contractor must maintain detailed records including daily contact reports, medication logs, behavior plans, and service goals for each child receiving services.
- Deliverables include daily reports within 24 hours of service delivery, weekly summaries every Monday, quarterly reports assessing service impact, and ad hoc reports as requested by the Contract Monitor.

Period of Performance
The contract will have a base period of two (2) years and eight (8) months with an option for one additional two-year renewal period.

Place of Performance
Services will be provided statewide across various regions in Maryland as specified in the RFP. Offerors may propose to serve one or more regions.
