Background
The University of Maryland College Park, the state's flagship university and a leading public research institution, is seeking proposals for on-call elevator services to maintain and modernize its Vertical Transportation Systems (VTS) across its College Park campus. The university has a significant number of VTS units, including elevators, escalators, dumbwaiters, and lifts, which require regular maintenance and repair to ensure safe and efficient operation. This contract will support various departments within the university and may also be utilized by USM affiliates.

Work Details
The contractor will provide comprehensive maintenance services for the university's VTS units, which includes:
1. Preventative maintenance, inspection, testing, troubleshooting, rebuilding, repairs, and component replacements on all VTS units.
2. Furnishing all necessary labor, supplies, tools, equipment, parts, and materials for service completion.
3. Maintaining major subsystems such as controllers, machines, hydraulic jack pistons, motor-generator sets, governors, and door operators in good operating condition.
4. Performing routine inspections monthly to ensure proper operation of all components including pushbuttons, safety devices, door operations, and mechanical systems.
5. Providing 24/7 emergency callback service for malfunctioning VTS units with specific response times outlined for different scenarios (e.g., trapped passengers).
6. Conducting routine tests as per Elevator Code requirements and ensuring compliance with state regulations.

Period of Performance
The contract will commence upon award and will continue for an initial term of five years with potential extensions based on performance evaluations.

Place of Performance
Services will primarily be performed at the University of Maryland College Park campus; however, other USM affiliates may utilize this contract as needed.

Bidder Requirements
Bidders must demonstrate sufficient financial responsibility and technical capability to maintain the types of VTS units at the university. They must also possess necessary licenses and certifications to operate in Maryland.
