Description

The awarded statewide administrator of the MDH non-emergency medical transportation (NEMT) program will provide the full gamut of NEMT services and be responsible for delivering both an IT system and the staff necessary to support such operational processes, including but not limited to work regarding screening requests, prior authorization, appeals, scheduling, verification, reporting, and monitoring and other quality assurance/improvement oversight to assure access to transportation to covered Medicaid services for eligible and qualified participants to and from such NEMT services rendered by Medicaid.
Background
The Maryland Department of Health (MDH) is issuing this Request for Proposals (RFP) to secure a contractor for the statewide administration of the Non-Emergency Medical Transportation (NEMT) program. This program aims to provide transportation services for eligible Medicaid participants to access covered medical services.

The contractor will be responsible for delivering an IT system and managing operational processes, including screening requests, prior authorization, appeals, scheduling, verification, reporting, and quality assurance. The goal is to ensure access to transportation for qualified participants while complying with federal and state regulations.

Work Details
The contractor will provide comprehensive NEMT services including:
- Prior Authorization (PA) processing
- Appeals management
- Scheduling of transportation services
- Verification of eligibility and qualification
- Reporting on service delivery and outcomes
- Quality assurance and improvement oversight.

The contractor must also develop an IT system that integrates with existing MDH systems to facilitate these operations. The contract includes a phased implementation approach across various jurisdictions in Maryland, ensuring compliance with applicable laws and regulations.

Period of Performance
The contract duration is seven years, which includes a five-year base period followed by one two-year option period. The implementation phase will occur prior to the start of operational services.

Place of Performance
The primary place of performance is within the Greater Baltimore Area, specifically within 40 miles of the MDH office located at 201 W. Preston Street, Baltimore, MD 21201.

Bidder Requirements
Offerors must demonstrate at least three consecutive years of experience in administering NEMT or similar programs. Additionally, there are Minority Business Enterprise (MBE) participation goals set at 10% and Veteran-owned Small Business Enterprise (VSBE) participation goals at 2%. Offerors must comply with all relevant federal and state regulations regarding Medicaid services.
