New Roofs Installation on the City Buildings

Background
The City of Westminster is seeking bids for the installation of new roofs on various city buildings, including the Water Treatment Plant, City Police Department Building, Wastewater Treatment Plant Buildings (Chlorine Building and Digestor Building), and Utility Maintenance Building. This initiative aims to enhance the infrastructure and ensure the longevity of these essential facilities.

Work Details
The project involves the following detailed tasks for each building:

1. **Water Treatment Plant**:
- Mobilize and set up safety measures per OSHA standards.
- Remove existing EPDM roof membrane while retaining existing insulation.
- Replace any wet Poly-Iso insulation at a square foot price.
- Install ½” HD Recover board over poly-iso after conducting an adhesion test.
- Install a GAF Fully adhered White TPO membrane roofing system or equivalent over the insulation.
- Flash plumbing stacks with new pre-molded TPO pipe boots, heat-welded to the new membrane.
- Flash parapet walls and HVAC curbs using adhered standard .060 TPO membrane with LVOC Bonding Adhesive and aluminum compression bars where necessary.
- Install new TPO penetration pockets for HVAC split system service lines filled with pourable sealer.
- Fabricate and install new 24-gauge coping cap, drip edge, and counterflashing around the perimeter in a color selected by the owner from standard options.
- Perform daily cleanup and remove all debris generated by roofing operations from the site.
- Coordinate with manufacturer representative for a final warranty inspection for a 20-year Roof Guarantee.

2. **City Police Department Building**:
- Similar tasks as above but using GAF Rhinobond induction welded roof system or equivalent.

3. **Wastewater Treatment Plant Buildings**:
- Tasks include removal of ballast, replacement of metal decking as necessary, installation of tapered Poly-Iso systems on both roofs, and similar flashing and sealing tasks as mentioned above.

4. **Utility Maintenance Building**:
- Involves removing existing metal roofing, inspecting sheathing, replacing rotten wood as necessary, installing new drip edge, rake metal, snow guards, and installing a 5V crimp roof with profile and color to be determined.

Period of Performance
The contract work is expected to commence upon issuance of the Notice to Proceed and must be completed within the specified number of calendar days stated in the Agreement.

Place of Performance
The work will be performed at various locations within Westminster, Maryland including specific city buildings such as the Water Treatment Plant, City Police Department Building, Wastewater Treatment Plant Buildings (Chlorine Building and Digestor Building), and Utility Maintenance Building.

Bidder Requirements
Bidders must provide a bid bond amounting to 10% of their bid along with required attachments including Bid Form, Schedule of Values, Experience Record Form, List of References, Vendor Responsibility Form, Equal Opportunity Employer Form, Affidavit of Public Contracting Eligibility, W-9 Form. Bidders are also required to have public liability insurance covering workmanship.
