Background
The Maryland School for the Deaf (MSD) is issuing this Invitation for Bids (IFB) to procure Mowing and Landscaping services for its Frederick campus located at 101 Clarke Place, Frederick, MD 21705. The goal of this contract is to maintain the aesthetic and functional quality of the campus grounds through professional landscaping services.

Work Details
The contractor will provide comprehensive mowing and landscaping services including:

- Mowing all areas of the main campus (approximately 13 acres) and annex (approximately 2 acres), excluding fenced areas.
- Mowing adjacent areas including hills and parking lots.
- Cutting grass every 7-10 days as needed.
- String trimming around trees, playgrounds, buildings, sidewalks, and curbs.
- Blowing grass off hard surfaces.
- Hard edging of sidewalks and curbs twice a month.
- Weed removal from sidewalks, curbs, and parking lots.
- Applying herbicides monthly.
- Maintaining shrub beds free from weeds and debris.
- Leaf removal three times a year.
- Ensuring no visible clippings remain post-mowing.

The contractor must also manage newly planted trees in the Reforestation Area with care to avoid damage. All work must prioritize safety around students and staff.

Period of Performance
The base period of performance is from July/August 1, 2025 to December 31, 2025, with two optional one-year extensions starting approximately April 1 each year until December 31.

Place of Performance
All services will be performed at the Maryland School for the Deaf Frederick campus located at 101 Clarke Place, Frederick, MD 21705.

Bidder Requirements
This procurement is designated as a Small Business Reserve Procurement limited to certified small business vendors. Bidders must have five years of experience in commercial mowing and landscaping services and be licensed to apply pesticides/herbicides in Maryland. They must also submit references with their bid. Additionally, there is a Minority Business Enterprise (MBE) participation goal of 5% for subcontracting.
