MSD FC560005 American Sign Language (ASL) Interpreting Services

Background
The Maryland School for the Deaf (MSD) is issuing this Request for Proposals (RFP) to procure American Sign Language (ASL) interpreting services for both its Frederick and Columbia campuses.
The goal of this contract is to ensure compliance with the Americans with Disabilities Act and the Individuals with Disabilities Education Act, thereby providing equal access to communication for all stakeholders including parents, students, staff, and community members.
This RFP is part of a Small Business Reserve Procurement, limited to certified small business vendors.

Work Details
The contractor will provide ASL interpreting services categorized into three tiers:
1. **Tier 1**: Includes legal components such as Individualized Education Program (IEP) meetings, Board Meetings, and Leadership Meetings.
2. **Tier 2**: Covers large group meetings, training sessions, and two-person meetings.
3. **Tier 3**: Encompasses small group meetings, athletic events, and staff meetings.
Interpreters may be required to travel to neighboring areas including the District of Columbia, Maryland, and Virginia (DMV).
The contract will require interpreters to be physically present or available for virtual sessions for a minimum of two hours per assignment.

Period of Performance
The contract will commence on April 1, 2025, and conclude on March 31, 2028.

Place of Performance
Services will primarily be performed at the Maryland School for the Deaf's Frederick campus located at 101 Clarke Place, Frederick, MD 21705, and the Columbia campus at 8169 Old Montgomery Rd, Ellicott City, MD 21043.
