MHCC 25-011 Communication Design for the Maryland Health Care Commission's Annual Reports to the Governor

Background
The Maryland Health Care Commission (MHCC) is an independent regulatory agency focused on planning for health system needs, promoting informed decision-making, increasing accountability, and improving access to healthcare services.

The Commission aims to provide timely and accurate information regarding the availability, cost, and quality of healthcare services to policymakers, purchasers, providers, and the public. This solicitation seeks a contractor to provide professional writing, editing, and graphic design services for the development of the Fiscal Year 2024 and Fiscal Year 2025 Annual Reports to the Governor, following a contemporary and streamlined approach established in previous reports.

Work Details
The contractor will be responsible for:
1) Report Development:
a) Making recommendations on overall report design including cover design, content placement, formatting, organization of charts/graphs, display of tabular information, and treatment of endnotes;
b) Creating draft reports summarizing FY 2024 and FY 2025 accomplishments in a concise format (ideally 26 pages or less);
c) Developing graphics based on MHCC-provided data;
d) Ensuring compliance with Associated Press style standards;
e) Formatting documents using Microsoft Office tools;
f) Ensuring Section 508 compliance for electronic proofs;
g) Delivering final reports that include MHCC branding and relevant contact information.

The contractor must also prepare 50 printed copies of each report.

Period of Performance
The contract is expected to commence on September 1, 2024, with an anticipated completion date of December 31, 2026. Key milestones include various draft submissions throughout late 2024 leading up to final report delivery by January 10, 2025.

Place of Performance
The work will primarily be performed in Baltimore, Maryland at the Maryland Health Care Commission's office.
