Maryland Student Information System (MDSIS)

Background
The Maryland Higher Education Commission (MHEC) is issuing a Request for Proposals (RFP) to procure a state-of-the-art available Commercial Off The Shelf (COTS) cloud-based solution. This solution will provide a comprehensive financial aid system to effectively administer state education needs, student data, and financial aid for Maryland constituents.

Work Details
The RFP outlines the need for system development and implementation, data conversion, system coordination, training, and maintenance and support for five years after implementation. The purpose is to obtain goods and services from a Contract between the selected Offeror and the State. The system is intended to provide a comprehensive unified student information system that is flexible, extensible, scalable, accessible, and secure to deliver a modern user experience internally and externally.

Period of Performance
The contract duration is 5 years with five one-year renewal option periods. The proposed project schedule includes an estimated award contract date and start work date. The development timeline spans 12 months from the Notice to Proceed (NTP), while the operations and maintenance period starts from the system deployment date on July 1, 2025.

Place of Performance
The primary place of performance will be at the Maryland Higher Education Commission in Baltimore, Maryland.
