Background
The Maryland State Highway Administration (SHA) is issuing this Request for Proposals (RFP) for Design-Build contracts to design, construct, operate, and maintain electric vehicle (EV) charging stations in accordance with the Federal Highway Administration’s (FHWA) National Electric Vehicle Infrastructure (NEVI) Program.
This initiative is part of the Bipartisan Infrastructure Law aimed at creating a national network of reliable and affordable EV chargers.
The SHA intends to make multiple best-value awards using federal funding to strategically deploy EV charging infrastructure across the state.
Work Details
The contractor will be responsible for:
1. Designing, constructing, operating, and maintaining publicly accessible DC fast charging (DCFC) stations along designated alternative fuel corridors in Maryland.
2. Each Project Site must have at least four DCFC ports capable of simultaneously charging four EVs with a continuous power delivery rating of at least 150 kW per port.
3. Ensuring that all equipment complies with NEVI Program requirements and is operational 24/7 with a minimum uptime of 97% over five years.
4. Providing operations and maintenance services for five years post-acceptance by SHA, including routine inspections, repairs, software updates, and ensuring compliance with ADA requirements.
5. Submitting detailed plans and specifications for review prior to construction, including site plans that accommodate accessibility and safety standards.
Period of Performance
The contract duration is seven years from the first Notice to Proceed (NTP-1), which includes five years for operations and maintenance after acceptance of each EV charging site.
Place of Performance
The work will be performed statewide in Maryland along designated alternative fuel corridors as specified in the RFP.
Bidder Requirements
Offerors must demonstrate financial, technical, and administrative qualifications necessary to complete the project.
They must also comply with federal funding requirements under the NEVI Program, including providing a minimum 20% match of eligible costs from non-federal sources.
Electric utility companies and federal agencies are ineligible to respond to this RFP.
