The State Board of Elections (SBE or the "Agency") is issuing this CATS+ TORFP to select one (1) TO Contractor to provide on-going web hosting and security monitoring for the Maryland Campaign Reporting Information System (MD CRIS). MD CRIS is a campaign committee information and finance reporting system with a sub-module, the Business Contribution Disclosure System (BCDS) for reporting business contributions to elections campaigns. For the purposes of this TORFP, MD CRIS shall refer to both applications.
Background
The State Board of Elections (SBE or the 'Agency') is issuing this CATS+ TORFP to select one (1) TO Contractor to provide a proven campaign finance reporting and disclosure solution with on-going web hosting and security monitoring for the Maryland Campaign Reporting Information System (MD CRIS). MD CRIS is a campaign committee information and finance reporting system with a sub-module, the Business Contribution Disclosure System (BCDS) for reporting business contributions to elections campaigns.

Work Details
The State Board of Elections intends to procure a new, modernized campaign reporting information system via TORFP. All TORFP responses must be commercial-off-the-shelf (COTS) campaign reporting information system solution proposals.
The current application will not modernize or supported once the transition is completed. The new modernized CRIS system shall include functionality that allows the public and contributors to readily view contribution amounts, contributors, expenditures, and historical data.
The TORFP seeks to obtain: (1) A campaign finance reporting and administration COTS solution which will require some Maryland-specific customizations after award; (2) application development for future enhancement, maintenance, and training; (3) business process and application support, training, and documentation; (4) database management and administration for the new CRIS; (5) cybersecurity support to provide independent audit reporting on the application software and its hosting environment and to provide required SBE security documentation; and, (6) incident reporting and support for the MD CRIS application.
MD CRIS is a campaign committee information and finance reporting system with a sub-module for business contributions to elections campaigns (BCDS). The application supports local, state and federal elections for Maryland, and the solution must function in a known hostile environment. TO fulfillment will include providing data center hardware and software for MD CRIS web hosting and MD CRIS system security defense, monitoring and response to ensure no denial of service (DOS) or breach of personal identifying information (PII).

Period of Performance
The Task Order is a firm fixed price model with each contractual period lasting 2 years (base and each option). The option periods are renewable at the unilateral decision of SBE.
