Management Services for Independence through Self-Employment (RISE) Program in Baltimore, MD

Background
The Maryland State Department of Education Division of Rehabilitation Services (MSDE/DORS) is issuing this Request for Proposals (RFP) to manage the Independence through Self-Employment (RISE) program.

The RISE program aims to assist individuals with disabilities in exploring self-employment as a vocational option, developing business plans, and accessing financing. The mission of MSDE/DORS is to provide leadership and support promoting the employment, economic self-sufficiency, and independence of individuals with disabilities.

The program serves approximately 15,000 individuals annually under an Individualized Plan for Employment (IPE).

Work Details
The contractor will be responsible for the day-to-day direction and oversight of the RISE Program, which includes:
1) Implementing an electronic referral system within 30 days;
2) Conducting a one-day seminar on exploring self-employment;
3) Providing a Business Plan Development Education course with follow-up services;
4) Offering consultation services for small business development;
5) Identifying funding resources while adhering to DORS policy that limits financial support to $15,000;
6) Establishing a Business Plan Review Committee;
7) Providing staff training and consultation services;
8) Conducting program evaluations and tracking success metrics;
9) Ensuring full accessibility in compliance with ADA regulations.

Period of Performance
The contract duration is three years with two one-year option periods.

Place of Performance
Services will be performed at the Workforce Technology Center located at 2301 Argonne Drive, Baltimore, Maryland 21218.
