Description

This Request for Proposals (RFP) is issued to procure the goods or services, as specified in this Section 2, from a contract between the selected offeror(s) and the State of Maryland ( State ). The Maryland Aviation Administration (MAA or Administration) is issuing this Request for Proposals (RFP) in order to procure the services as specified in this RFP, to form a contract between the successful Contractor and the MAA to provide professional, reliable and effective services for the Administration at Baltimore Washington International Thurgood Marshall Airport (BWI Marshall Airport or Airport). At BWI Marshall Airport, the Contractor shall provide services where necessary and housing navigation and placement services to those experiencing homelessness and living at BWI Marshall Airport. BWI Marshall Airport is open 365 days per year and is a 24-hours per day/7 day per week (24/7) operation. The Contractor shall work closely with the Administration staff to respond to incidents that occur at BWI Marshall Airport for the 24/7 operation of the Airport regarding the homeless population.It is the State's intention to obtain goods and services, as specified in this RFP, from a Contract between the selected Offeror and the State.
Background
The Maryland Aviation Administration (MAA) is issuing this Request for Proposals (RFP) to procure services aimed at addressing the increasing homeless population at Baltimore Washington International Thurgood Marshall Airport (BWI Marshall Airport).
The goal is to provide professional, reliable, and effective services that assist individuals experiencing homelessness in accessing shelter and permanent housing resources while maintaining a safe airport environment.
The MAA has developed a comprehensive strategy to address the needs of the homeless population at the airport, which operates 24/7 throughout the year.

Work Details
The contractor will provide outreach and housing navigation services for individuals experiencing homelessness at BWI Marshall Airport. Key responsibilities include:
1. Documenting proof of homelessness through observations made by contractor staff and airport personnel.
2. Offering outreach services to individuals staying overnight at the airport.
3. Connecting homeless individuals with shelter and permanent housing resources of their choice.
4. Collaborating with BWI management and local jurisdictions to provide appropriate outreach services and ensure effective referrals to care and support systems.
5. Maintaining a consistent staff presence at the airport for no less than five days per week, including late or overnight coverage at least two nights a week.
6. Engaging individuals using motivational interviewing techniques and providing referrals to additional services as needed, including healthcare and case management.

Period of Performance
The contract duration is three years with one two-year option period, commencing upon the Notice to Proceed (NTP).

Place of Performance
Services will be performed primarily at Baltimore/Washington International Thurgood Marshall Airport, located at 7050 Friendship Road, BWI Airport, Maryland 21240-0766.

Bidder Requirements
The contractor must have at least three years of experience providing outreach or emergency homeless services, be an active member of the Anne Arundel County Continuum of Care (CoC), and demonstrate successful placement of unsheltered homeless individuals into housing. Key personnel must include a Homeless Outreach Supervisor, a Homeless Case Manager, and two Homeless Outreach Workers, all meeting specified qualifications.
