Description

The Maryland Aviation Administration (MAA) is issuing this Multi-Step Invitation for Bids titled Utility Designating & MISS Utility Ticket Processing at BWI Thurgood Marshall and Martin State Airports, Contract No. MAA-SV-25-010. Bid responses shall only be accepted through the State's eMaryland Marketplace Advantage eProcurement system at https://emma.maryland.gov/ We recommend registering in advance to become acquainted with the site. The QRG discusses the Prepare Response and Pricing tabs in eMMA. In the event of a discrepancy, the bidder's offer provided on the MAA Excel Bid Form included in Volume II of the solicitation shall prevail. This Contract will be awarded in accordance with the Multi-Step Competitive Sealed Bidding method under COMAR 21.05.02.
Background
The Maryland Aviation Administration (MAA) is issuing this Multi-Step Invitation for Bids titled Utility Designating & MISS Utility Ticket Processing at Baltimore/Washington International Thurgood Marshall and Martin State Airports, Contract No. MAA-SV-25-010.

The MAA's mission is to ensure the safe and efficient operation of Maryland's aviation system. This contract aims to enhance the management of underground utilities at the airports.

Work Details
The contractor will be responsible for utility designating and processing MISS Utility tickets at BWI Thurgood Marshall and Martin State Airports.

This includes accurately identifying, characterizing, and mapping underground utility features as well as providing related data development services. The contractor must demonstrate experience with engineering processes relevant to these tasks. Specific requirements include compliance with the Minimum Requirements outlined in Volume II, Section D of the solicitation.

Period of Performance
The contract duration is five (5) years, commencing upon receipt of Notice to Proceed.

Place of Performance
The services will be performed at Baltimore/Washington International Thurgood Marshall Airport and Martin State Airport.

Bidder Requirements
Bidders must be registered on eMaryland Marketplace Advantage to receive a contract award. There are no specific set-aside goals for Minority Business Enterprises (MBE) or Veteran-Owned Small Business Enterprises (VSBE) for this procurement.

Bidders must submit a completed Bid Proposal Affidavit and Living Wage Affidavit along with their bids.
