Description

This IFB is being issused by the Maryland Aviation Administration for the painting of K-9 building located at BWI Airport, Glen Burnie MD
Background
The Maryland Department of Transportation, through the Maryland Aviation Administration (MDOT MAA), is issuing this Invitation for Bids (IFB) to procure services for the restoration and painting of the exterior wall surfaces of the K-9 building located at Baltimore/Washington International Thurgood Marshall Airport (BWI).
The goal of this contract is to ensure that the K-9 building is properly maintained and protected through a professional painting service.

Work Details
The contractor will provide all necessary supervision, labor, tools, equipment, materials, paint, safety measures, insurance, and expertise to perform exterior painting on approximately 3,000 square feet of the K-9 Building.
This includes surface preparation such as scraping, sanding, patching, filling holes and cracks, caulking, and pressure washing.
The painting will involve applying a catalyzed epoxy basecoat and urethane topcoat on the kennel side for enhanced protection.
The contractor must tape off non-paintable areas like windows and light fixtures and protect landscaping.
Daily cleanup and debris removal are also required.
The work schedule is Monday through Friday from 7:30 AM to 4:00 PM EST.

Period of Performance
The contract work is expected to commence after award and must be completed within a specified timeframe as determined by the MDOT MAA following the bid submission due date of June 25, 2025.

Place of Performance
The services will be performed at the K-9 building located at Baltimore/Washington International Thurgood Marshall Airport (BWI), Glen Burnie, MD.

Bidder Requirements
This procurement is designated as a Small Business Reserve (SBR) procurement; therefore, only certified small business vendors may submit bids.
Bidders must be registered in the SBR Directory in eMaryland Marketplace Advantage (eMMA).
Additionally, bidders must comply with all Maryland State Procurement Regulations and provide various attachments including a Pre-Bid Site Visit Form and Conflict of Interest Statement.
