Limited Bidding Opportunity for SBR Master Contractors - COTS Software Purchase Order RFP

Background
The Department of Human Services (DHS) is seeking proposals from certified small business vendors under the Small Business Reserve (SBR) program for a Purchase Order Request for Proposals (PORFP) related to Commercial Off-the-Shelf Software (COTS). This procurement is limited to Master Contractors who have been awarded contracts under the COTS 2012 framework. The goal is to enhance visual communications within DHS Headquarters through digital signage solutions provided by Visix, Inc.

Work Details
The contract will include the following products and services:

1. COTS Software from Visix, Inc.
2. Installation and Training Services related to the software.
3. Manufacturer's Software Maintenance, which includes support services, implementation support, professional support, data and event widgets, training, and alert management.
4. Specific items include:
- VX-S-SMHFR Hardware as a Service Subscription (50 units)
- VX-S-TRPR Training Subscription (1 unit)
- VX-T-DSSR Social Media Feed (1 unit)
- VX-T-DSHR Content Feed - Healthy Bites (1 unit)
- VX-T-DSIR Content Feed - Safety Tips (1 unit).

Period of Performance
The period of performance for this contract is from June 18, 2025, to June 17, 2026.

Place of Performance
The services will be performed at 25 S. Charles Street, Baltimore, MD 21201-3330.

Bidder Requirements
Only certified small business vendors that meet the statutory requirements set forth in State Finance and Procurement Article §§14-501—14-505 are eligible to submit bids. Bidders must be authorized resellers for Visix, Inc., and provide a Letter of Authorization if requested.
