Lawn Care Services for WMHC

Background
The Maryland Department of Health is issuing this Invitation for Bids (IFB) for Lawn Care Services at the Western Maryland Hospital Center (WMHC), located in Hagerstown, Washington County, Maryland.
WMHC is one of two regional chronic/long-term care hospital centers administered by the Maryland Department of Health. The center provides continuous and intensive medical and rehabilitative care to an average daily inpatient population of fifty-five (55) medically complex patients requiring chronic care.
The goal of this contract is to maintain the landscape of the facility to ensure a safe and aesthetically pleasing environment for patients and staff.

Work Details
The contractor shall provide all materials, supervision, licenses, insurance, labor, and equipment necessary for lawn care services over a one-year period from May 1, 2025, to April 30, 2026.
The scope of work includes:
- General clean-up of lawns before mowing.
- Mowing every 5 to 10 days as weather dictates.
- Edging around sidewalks, curbs, patios, and paved areas every other mowing or as needed.
- Pruning ornamental trees and shrubs as necessary to maintain their natural shape and health.
- Mulching tree and shrub beds with hardwood mulch once in spring.
- Continuous weeding throughout the growing season.
- Trash removal from all shrub and ground cover beds with each visit.
- Winter clean-up once during each winter month (January, February, March).
Additional services may include soil testing, liming, fertilizing, chemical applications for pest control, tree/plant removal, replanting/replacing trees/shrubs, and pruning large shade trees by a licensed arborist. All extra work must be pre-approved by WMHC.

Period of Performance
The contract will be performed over a one-year period from May 1, 2025, to April 30, 2026.

Place of Performance
The services will be performed at the Western Maryland Hospital Center located at 1500 Pennsylvania Avenue, Hagerstown, MD 21742.
