Background
The Administrative Office of the Courts (AOC) issues this Request for Proposals (RFP) on behalf of Judicial Information Systems (JIS) to implement a courtroom recording system within the Maryland Judiciary at the Appellate Court of Maryland and the twenty-four (24) Circuit Courts in Maryland.
The goal of this contract is to enhance the quality and efficiency of court recordings across these judicial entities.
Work Details
The contractor will be responsible for implementing a comprehensive courtroom recording system that includes hardware and software solutions. Specific requirements include:
1. Installation of recording equipment in all designated courtrooms.
2. Integration with existing Judicial Information Systems.
3. Provision of training for court staff on the use of the new system.
4. Ongoing maintenance and support for the installed systems, including warranty services.
5. Development of user manuals and documentation for system operation.
Period of Performance
The contract term will be for a period of three (3) years after the date of contract execution, with AOC retaining the right to exercise four (4) one-year renewal options at its discretion.
Place of Performance
The services will be performed within various locations across Maryland, specifically at the Appellate Court of Maryland and twenty-four Circuit Courts throughout the state.

Offerors must comply with Minority Business Enterprises (MBE) subcontracting goals set at 5% and Veteran-owned Small Business Enterprises (VSBE) goals set at 0%.
Additionally, Offerors must be registered with the Department of Assessments and Taxation in Maryland prior to submitting proposals.
