Janitorial Services at the MVA Westminster Branch

Background
The Maryland Motor Vehicle Administration (MVA) is issuing this Invitation for Bids (IFB) to procure janitorial services for the MVA Westminster Branch. The MVA provides essential vehicle and licensing services to Maryland residents, including issuing or renewing driver's licenses and registering vehicles.

The goal of this contract is to maintain a clean, safe, and professional environment at the Westminster Branch, ensuring a positive experience for both customers and employees.

Work Details
The contractor will provide all labor, cleaning supplies, equipment, insurance, supervision, tools, and transportation necessary to maintain cleanliness and hygiene in the facility. The scope of work includes:
- Daily tasks such as emptying waste baskets, cleaning restrooms, disinfecting surfaces, and vacuuming.
- Weekly tasks including dusting furniture and scrubbing vinyl floors.
- Monthly tasks like cleaning wastebaskets and dusting light fixtures.
- Quarterly tasks such as deep scrubbing ceramic tiles and vacuuming upholstered furniture.
- Semi-annual tasks including cleaning windows and shampooing carpets.

The total area to be serviced is approximately 7,006 sq. ft., which includes various types of flooring such as carpet, vinyl tile, and ceramic tile.

Period of Performance
The contract duration is three years with an option for one two-year renewal.

Place of Performance
The services will be performed at the MVA Westminster Branch located at 1106 Baltimore Blvd., Westminster, Maryland 21157.

Bidder Requirements
This is a Small Business Reserve Procurement limited to certified small business vendors as per the requirements set forth in State Finance and Procurement Article §§14-501—14-505. Bidders must have at least three years of experience providing janitorial services to government or large-scale private facilities within the past five years. An On-Site Janitorial Supervisor with a minimum of three years' experience in custodial services is also required.
