Janitorial Services at the MVA Gaithersburg Branch

Background
The Maryland Motor Vehicle Administration (MVA) is issuing this Invitation for Bids (IFB) to procure janitorial services for the MVA Gaithersburg Branch. The MVA serves as a vital location for Maryland residents to complete essential vehicle and licensing services, including issuing or renewing driver’s licenses and registering vehicles.

Regular janitorial services are essential to maintaining a clean, safe, and professional environment at the branch, which supports efficient functioning and contributes to a positive experience for both employees and the public.

Work Details
The contractor will provide all labor, cleaning supplies, equipment, insurance, supervision, tools, and transportation necessary for maintaining cleanliness and hygiene in the facility. Specific tasks include:

- Daily cleaning of customer service areas, restrooms, offices, and public spaces
- Emptying waste baskets
- Refilling dispensers
- Cleaning and sanitizing surfaces
- Vacuuming
- Dusting furniture and office equipment
- Scrubbing floors
- Performing non-routine floor maintenance such as stripping and waxing
- Quarterly deep cleaning of carpets
- Ensuring compliance with health and safety regulations.

The area to be serviced is approximately 27,900 square feet including various types of flooring such as carpet, vinyl tile, and ceramic tile.

Period of Performance
The contract duration is three years with an option for one two-year renewal. Services will be performed Monday through Friday from 6:30 a.m. to 9:30 a.m., excluding State holidays.

Place of Performance
The services will be performed at the MVA Gaithersburg Branch located at 16520 S. Westland Drive, Gaithersburg, Maryland 20877.

Bidder Requirements
This procurement is designated as a Small Business Reserve Procurement limited to certified small business vendors. Bidders must have at least three years of experience providing janitorial services to government or large-scale private facilities.

An On-Site Janitorial Supervisor with at least three years of relevant experience is required. The contractor must maintain specific insurance coverages including:

- Commercial General Liability ($1 million per occurrence)
- Crime Insurance ($1 million per loss)
- Workers’ Compensation ($1 million per occurrence)
- Automobile Insurance as required by law.
