Background
The Board of County Commissioners of Calvert County, Maryland, is seeking bids for Mixed Paper and Cardboard Recycling Services. The goal of this contract is to establish a unit price agreement with a qualified contractor to provide all necessary labor, materials, equipment, and supervision for recycling services. This initiative aligns with Calvert County's commitment to environmental sustainability and efficient waste management.

Work Details
The contractor will be responsible for accepting all designated recyclable materials including uncontaminated corrugated boxes, newspapers, periodicals, magazines, books, junk mail, chipboard, computer paper, office paper, copy paper, school paper, cartons, and gable boxes.

The contractor must ensure that all materials are processed at an approved recycling facility and provide scale tickets for incoming and outgoing materials. They must also report the markets and weights of the recyclable materials to the Project Manager. Additionally, a contingency plan for recycling must be in place in case the primary facility closes. The contractor is required to demonstrate prior satisfactory experience in recycling services.

Period of Performance
The contract will be for one year from the date indicated in the Notice to Proceed with an option to extend for four additional one-year periods under the same terms and conditions.

Place of Performance
The services will be performed at the contractor's recycling facility as designated by Calvert County Government. The collection of recyclables will occur within Calvert County.

Bidder Requirements
Bidders must have at least four years of experience providing recycling services. They must obtain all necessary licenses and permits to operate as a recycling facility. Contractors are required to submit a price proposal that includes a processing charge per ton and a revenue share percentage based on market rates.
