Background
The Board of County Commissioners of Calvert County, Maryland is issuing this Invitation to Bid (ITB) for the Pavement Overlay and Maintenance project. The goal of this contract is to enhance and maintain the road infrastructure within Calvert County, ensuring safe and efficient transportation for residents and visitors.

Work Details
The contractor will provide all labor, materials, supervision, and equipment necessary for pavement overlay and maintenance as specified in the ITB. Key components include:

1. MDOT MUTCD Compliant Flagging Operations (Day/Night)
2. Bituminous Concrete Surface with various specifications (9.5 M.M., 12.5 M.M., 19 M.M.)
3. Bituminous Concrete Surface Wedge and Level
4. Patch with Bituminous Concrete
5. Milling Up to 2” Deep
6. Pavement Fabric Construction
7. Painted Pavement Marking and Thermoplastic Markings (Stop Bars, Directional Arrows)
8. Temporary Tape Pavement Marking
9. Cold Patch Asphalt
10. Installation of Raised Pavement Markers.

Quantities are estimated annually based on previous usage.

Period of Performance
The contract is anticipated to commence on July 1, 2025, with a performance period that will be defined in the final contract documents.

Place of Performance
The work will be performed within Calvert County, Maryland.

Bidder Requirements
Bidders must submit a Bid Bond for five percent (5%) of the bid price or a certified check in lieu of a Bid Bond. Contractors must have at least three years of experience providing similar services and must comply with all local licensing requirements. Subcontracting is not permitted for asphalt placement under this contract.
