Install of additional upgrading of security fencing < HR>

Background
The Maryland Department of Health (MDH) is issuing this Request for Bids (RFB) to procure services for the installation of upgraded security fencing at Spring Grove Hospital Center. This facility provides a broad spectrum of inpatient psychiatric services and is owned and operated by the State of Maryland. The goal of this contract is to enhance security measures to prevent elopement and unauthorized absence without leave (AWOL) of patients.

Work Details
The Contractor shall provide the following services: installation of upgraded security fencing at the Red Brick 3, Red Brick 4, and Noyes Building at Spring Grove Hospital Center, located at 55 Wade Avenue, Catonsville, Maryland. The project requires the installation of additional no climb mini mesh fencing. Specific tasks include:
- Installation of 1/2-inch mini mesh to existing galvanized chain link fence.
- Removal and replacement of approximately 30 linear feet (LF) of 24" high no climb overhang with 48" anti-climb overhang panels.
- Verification of measurements for each identified fence prior to bid submission.
- Maintenance of a safe and orderly work area throughout the project.
- Provision of a two-year warranty for labor, parts, repair, replacement, and installation for equipment installed.

Period of Performance
The contract term will commence upon award and continue until completion of the work, with total compensation not exceeding $50,000.

Place of Performance
Spring Grove Hospital Center, 55 Wade Avenue, Catonsville, Maryland.

Bidder Requirements
This is a Small Business Reserve Procurement; only certified small business vendors are eligible for award. Bidders must provide documentation including:
- Certification issued by relevant authorities in Maryland.
- State or county business license.
- At least three references attesting to capabilities in similar work. Additionally, bidders must maintain insurance coverage including Commercial General Liability ($1 million per occurrence), Crime Insurance ($1 million per loss), and Workers' Compensation as required by law.
