Information Technology (IT) Business Analyst, Quality Assurance And Project Management Support

Background
The Maryland Department of Transportation (MDOT) is issuing this CATS+ Task Order Request for Proposals (TORFP) on behalf of the Maryland Transportation Authority (MDTA). The MDTA is an independent State agency established in 1971 to finance, construct, manage, operate, and improve the State's toll facilities.

The goal of this contract is to obtain highly qualified technical resources to support the Maryland Transportation Authority's toll facilities transportation projects. MDOT's mission is to deliver safe, sustainable, intelligent, and exceptional transportation solutions.

Work Details
The contract involves providing consulting services in three key areas: Business Process Consulting, Quality Assurance Consulting, and Project Management. Specifically, the contractor will supply a total of eleven (11) positions at the commencement of the Task Order:

- Six (6) Senior Business Process Consultants
- Three (3) Senior Quality Assurance Consultants
- Two (2) Project Managers.

Additionally, there is an option to add up to five (5) additional resources as needed. Responsibilities include participating in project planning phases, conducting feasibility studies, managing project scope and stakeholder communications, developing quality assurance measures and testing standards for applications, and overseeing IT project management tasks such as planning and executing IT projects.

Period of Performance
The period of performance for this contract is two years and six months, commencing on July 1, 2025.

Place of Performance
The primary place of performance for this contract will be at 2310 Broening Highway, Baltimore, MD 21224.
