Description

This is a Small Business Reserve Procurement for which the award will be limited to certified small business vendors. Only businesses that meet the statutory requirements set forth in State Finance and Procurement Article, 14-501 14-505, Annotated Code of Maryland, and that are certified by GOSBA Small Business Reserve Program are eligible for the award of a contract.Only Master Contractors that are awarded a contract under the Commercial Off-the-Shelf Software (COTS 2012), 060B2490021, are eligible to submit a bid in response to this secondary competition Purchase Order Request for Proposal (PORFP). A current Master Contractor under the named contract may submit an LOA with their bid to be considered for the award.
Background
The Comptroller of Maryland is issuing a Purchase Order Request for Proposals (PORFP) for the renewal of the IBM Passport Agreement. This procurement is designated as a Small Business Reserve, limiting eligibility to certified small business vendors that meet specific statutory requirements outlined in the State Finance and Procurement Article, §§14-501—14-505, Annotated Code of Maryland. Only Master Contractors awarded under the Commercial Off-the-Shelf Software (COTS 2012) contract are eligible to submit bids.

Work Details
The contract includes three functional areas:

1. FA I – COTS Software
2. FA II – Installation and Training Services
3. FA III – Manufacturer's Software Maintenance

The Master Contractor must provide new and unused software, installation services, training services, and maintenance under the Passport Advantage Agreement. Specific requirements include:

1. COTS Software licenses from IBM.
2. Installation and training services that cannot exceed 49% of the total PORFP value.
3. Manufacturer's software maintenance as per the Passport Advantage Agreement Number: 97021, effective from July 3, 2025, to June 30, 2026.

Period of Performance
The performance period for this contract will commence upon award and will include specific dates for installation and training services as well as ongoing maintenance through June 30, 2026.

Place of Performance
The work will be performed at the Comptroller of Maryland Annapolis Data Center located at 108 Carroll Street, Annapolis, MD 21401.

Bidder Requirements
Bidders must be certified small businesses under the GOSBA Small Business Reserve Program. Bids must include a Letter of Authorization (LOA) from IBM if applicable and must be password protected prior to submission.
