Background
The Hooper Strait Oyster Sanctuary Reef Base Construction project is initiated by the Maryland Department of Natural Resources (DNR) to enhance oyster reefs in the Chesapeake Bay. The project aims to rehabilitate degraded habitats and restore oyster populations that have declined due to disease, habitat degradation, and other environmental pressures. This initiative aligns with DNR's Four Point Sanctuary Plan, which emphasizes large-scale oyster restoration efforts.

Work Details
The contractor will be responsible for the following tasks:

1. Placement of substrate for reef base construction, including purchasing and deploying materials such as crushed concrete, limestone, and amphibolite.

2. Conducting pre and post-construction bathymetry surveys to ensure compliance with construction specifications.

3. Managing project coordination, administration, and financial reporting.

4. Generating data and reports on construction activities, including a Reef Construction Report detailing materials used and locations of construction.

The estimated volume for substrate deployment is approximately 104,845 cubic yards over an area of 65 acres, with a depth of 6 to 12 inches in water depths ranging from 7 to 20 feet.

Period of Performance
The contract is expected to last for one year, from April 2026 to March 2027.

Place of Performance
The work will be performed in the Hooper Strait Oyster Sanctuary located within Maryland's portion of the Chesapeake Bay.

Bidder Requirements
Offerors must demonstrate that they are licensed marine contractors registered with the Maryland Department of the Environment. They must provide evidence that all vessels used have valid U.S. Coast Guard certifications. Additionally, bidders must submit a Conflict of Interest Affidavit and comply with insurance requirements including general liability and workers' compensation coverage.
