Description

The Department successfully replaced the traditional in-person fairs with a new virtual environment starting with the benefit plan year 2021. The virtual environment extends benefit and wellness information to each employee and their spouse throughout the open enrollment period and continues through the plan year. This virtual environment was provided through a microsite (found at https://mymdbenefits.com/medical-benefits) developed under a sole source contract with the Contractor during calendar year 2020.Due to the State's virtual success for plan years 2021 through 2024, and the continued use of hybrid work for State employees,, the Employee Benefits Division (EBD) will continue to host open enrollment via the microsite throughout the duration of the contract.
Background
The Department of Budget and Management (DBM) is issuing this Invitation for Bids (IFB) to procure services for a Health Benefits Microsite and Professional Services. The goal is to continue providing virtual benefit and wellness information to State employees and their spouses during the open enrollment period. This initiative follows the replacement of traditional in-person benefit fairs with a virtual environment, which has proven effective for the State's diverse workforce across various locations since 2021.

Work Details
The contractor will develop and maintain a dedicated microsite that provides enrollment information across all benefit vendors. Key responsibilities include:

- Hosting a single source microsite for employees, retirees, and dependents.
- Ensuring implementation by October 1 of each plan year.
- Providing website updates including WordPress version updates, third-party app integration, graphic design, content creation, and adherence to accessibility standards (WCAG 2.1).
- Addressing additional ad hoc support requests.

Optional services may include transferring the domain and website components to the State or another contractor.

Period of Performance
The contract duration is three years with two one-year option periods.
