Background
The Maryland Department of Health (MDH) is seeking a Contractor to provide groundskeeping services for the Potomac Center and Secure Evaluation & Therapeutic Treatment (SETT) facilities located at 1380 Marshall St, Hagerstown, MD 21740. These facilities serve intellectually disabled adults who may have co-existing mental disorders. The goal of the Potomac Center is to promote personal growth and productivity among residents, while SETT assists individuals in resolving court involvement and transitioning to less restrictive environments.
The campus spans twenty-three acres and includes ten single-story buildings, enclosed by a metal picket-style fence with automatic gates.
Work Details
The Contractor will be responsible for various groundskeeping services including:
- Mowing: Scheduled mowing from March through November with specific frequencies outlined for each month.
- Trimming: Use of string trimmers around obstacles and along fence lines, performed concurrently with mowing.
- Edging: Edging sidewalks, curbs, patios, and other paved areas during each mowing/trimming service.
- Weeding: Continuous removal of weeds from all beds, sidewalks, patios, curbs, and parking lots.
- Fence Maintenance: Keeping the area along approximately 2,736 feet of metal picket-style fence clear of weeds and brush.
- Trash/Debris Removal: Removal of trash from shrub and ground cover beds during each visit.
- Fall Leaf Removal: At least three occurrences during the fall months (September to November).
- Winter Clean-up: General clean-up at least once during each winter month (January to March).
Period of Performance
The contract will commence on June 1, 2026, and will last for fifty-two weeks until May 31, 2027.

Bidders must meet several requirements including:
1. Registration with the Maryland Department of Assessments and Taxation in good standing.

3. Employment of at least three trained personnel including one supervisor fluent in English.
4. Possession of Commercial General Liability Insurance with limits of $1 million per occurrence and $2 million aggregate.
