Ground Ladder and Aerial Apparatus Inspection and Testing

Background
The Anne Arundel County Fire Department is seeking a contract to perform all ground ladder and aerial apparatus testing and certification in accordance with NFPA Standards. This initiative aims to ensure the safety and operational readiness of the fire department's equipment, which is critical for effective emergency response.

Work Details
The contractor will provide testing and certification services for the Fire Department’s aerial and ground ladders, including:

1. Aerial apparatus testing (Ladder/Platform) involving visual inspection, load test, functional & operational test, NDT of critical areas, on-site test report and review as per NFPA 1910, 2024 Edition.

2. Ground ladder testing - 18 point visual inspection, hardware test, horizontal bend test according to NFPA 1930, 2025 Edition.

3. Optional aerial tests including full NDT (waterway and oil spectroanalysis) as per NFPA 1910, 2024.

4. Replacement of heat sensors as needed.

Testing will occur at multiple locations including CSSC Complex, Earleigh Heights VFD, Riva VFD, and AAFD Training Academy during standard hours (Monday - Friday, 7:30 AM to 4:00 PM). Technicians must be certified for NDT of aerial apparatus.

Period of Performance
The contract is expected to commence on August 27, 2025, with a performance period extending through September 18, 2025. The contract may be renewed for an additional five-year period at the discretion of Anne Arundel County.

Place of Performance
Testing will take place at various locations within Anne Arundel County including:

- CSSC Complex (8311 Grover Road, Millersville)
- Earleigh Heights VFD (161 Ritchie Highway, Severna Park)
- Riva VFD (3123 Riva Road, Riva)
- AAFD Training Academy (8437 Maxwell Frye Road, Millersville).

Bidder Requirements
Vendors must demonstrate capability by providing three examples of similar projects completed within the last five years. Additionally, bidders are required to submit a signed affidavit and a completed vendor information form as part of their proposal.
