Description
Background
The City of Greenbelt, Maryland is seeking proposals for the development of a Community Flood Resiliency Plan, funded by a grant from the Maryland Department of Natural Resources. This initiative aims to address the increasing challenges posed by climate change, particularly in non-tidal communities experiencing more severe weather patterns. The plan will serve as a guiding policy for future projects and decisions related to flood management and stormwater practices.
Work Details
The selected consulting engineering firm will be responsible for creating a comprehensive Community Flood Resiliency Plan that includes:
1. **Public Process**: Develop and implement a strategy for citizen involvement, attend at least three meetings with community Boards/Committees, and present the final plan to the City Council.
2. **Data Collection**: Gather baseline data on hydrological components (topography, soil types), hydraulic structures (impervious surfaces), floodplain data, and precipitation data.
3. **Data Modeling**: Utilize models to simulate precipitation and stormwater behavior in non-tidal riverine systems, assess storm drain infrastructure vulnerability, and model historical and anticipated precipitation trends.
4. **Recommendations**: Provide recommendations for stormwater Best Management Practices (BMPs) tailored to specific locations within the community to manage flood risk and improve water quality in the Chesapeake Bay.
5. **Progress Reporting**: Hold regular progress meetings with the City's Project Manager and provide reports as needed.
6. **Collaboration**: Work with the City of Greenbelt to access relevant data sets and assist in community engagement efforts.
7. **Deliverables**: A written report detailing collected data and recommendations, GIS data with maps, and a final presentation of findings.
Period of Performance
The contract will commence upon execution of an agreement between the City and the selected firm and will continue through project completion as defined in the Scope of Work.
Place of Performance
The work will be performed within the City of Greenbelt, Maryland.
