Background
The Maryland Department of Information Technology (DoIT) is issuing this Task Order Request for Proposals (TORFP) to obtain digital, high-resolution aerial imagery for Maryland. The imagery will support various applications, including 911 call-taking systems and Geographic Information Systems (GIS). This initiative is part of a broader effort to enhance public safety and provide valuable data for federal, state, and local governments, as well as private sector entities and the general public.
The project aims to update aerial imagery on a regular three-year cycle, with the goal of maintaining accurate and accessible geographic data.
Work Details
The contractor will be responsible for acquiring multi-spectral aerial imagery using large frame format area array CCD-based digital sensors. The project will involve:
1. Aerial Imagery Collection: Acquire all necessary imagery within a single flying season and submit an Acquisition Report detailing aircraft used, equipment, dates of acquisition, and other relevant information.
2. Project Management: Assign an experienced Project Manager to oversee project implementation, attend required meetings, provide weekly status reports, manage schedules, validate deliverables, and ensure timely completion.
3. Quality Assurance/Quality Control (QA/QC): Perform QA/QC on acquired imagery before beginning digital ortho imagery production. Develop a web-based QA/QC tool for data review by the State and local government partners.
4. Digital Elevation Model (DEM): Develop a DEM to support orthorectification using the latest elevation data available from various sources.
5. Digital Ortho Imagery Production: Produce six-inch pixel tiles using specified tile layouts and ensure compliance with accuracy standards outlined in the TORFP.
Period of Performance
The contract duration is three years commencing from the effective date of the task order.
Place of Performance
The primary place of performance is Crownsville, Maryland; however, aerial imagery will be collected across 23 counties in Maryland and Baltimore City.
Bidder Requirements
Offerors must comply with all applicable laws and regulations affecting Information Technology projects. No foreign firms or labor can be used for any tasks related to this project. Additionally, Offerors must demonstrate their ability to meet specific quality assurance standards and provide detailed workflows for their QA/QC processes.
