G-010-210-110 Bill Burton State Park Fishing Pier Design and Demolition

Background
The Maryland Department of General Services (DGS) is issuing this Request for Proposals (RFP) to obtain professional services for the design and demolition of the Bill Burton State Park Fishing Pier. The pier, originally a bridge built in 1933, has been converted into a recreational fishing pier and is now under the management of the Maryland Department of Natural Resources.

Due to safety concerns identified in a structural evaluation, both segments of the pier were closed to public access in 2022.

Work Details
The project involves designing plans and specifications for the demolition of concrete and steel structures for two pier segments totaling approximately 8,000 linear feet. Key tasks include:

1. Preparation of Drawings and Specifications:
- Develop plans at various stages: 50% Schematic Development, 90% Design Development, and 100% Contract Documents.
- Provide cost estimates at each stage.
- Attend design review meetings and public hearings.
- Submit electronic copies and hard copies of final plans to DNR and DGS.

2. Bidding Phase:
- Attend a pre-bid meeting to answer technical questions.
- Review bids and make recommendations within ten days.

3. Construction Phase Engineering Support:
- Assist during construction by resolving design errors, attending progress meetings, reviewing contractor change orders, and providing final construction reports with record drawings in AutoCAD and PDF format.

4. Permits:
- Secure all necessary permits from relevant regulatory agencies including MDE and US Coast Guard.

Period of Performance
The contract duration includes 24 months for design/construction documents, 4 months for bidding, followed by 24 months for construction, totaling up to 76 months including limited participation warranty.

Place of Performance
The work will be performed at Bill Burton State Park located in Talbot & Dorchester Counties, Maryland.
