Description

The Health Services Cost Review Commission (HSCRC) is seeking a contractor to complete an analysis and issue a brief on certain financial questions in response to legislation requiring the HSCRC to report on various topics related to hospital facility fees.
Background
The Health Services Cost Review Commission (HSCRC) is seeking a contractor to conduct an analysis and produce a brief addressing financial questions related to hospital facility fees, as mandated by legislation passed in the 2024 Maryland General Assembly session.

This law requires HSCRC to create a workgroup involving various stakeholders, including health care providers and consumer advocacy groups, to evaluate the implications of facility fees on consumers and health care costs.

Work Details
The contractor will be responsible for completing an analysis and issuing a publicly available briefing document (the Brief) that responds to specific legislative items regarding hospital facility fees. Key tasks include:

1) Analyzing the magnitude and impact of hospital facility fee charges for hospitals, payers, and consumers;
2) Evaluating alternative mechanisms or revisions related to facility fees and their interaction with Maryland's Total Cost of Care model;
3) Assessing the impact of these mechanisms on Medicaid, Medicare, and commercial insurance, particularly concerning consumer out-of-pocket costs;
4) Preparing and presenting the Brief, which should include quantitative and qualitative findings from the analysis. The Brief must be concise (no more than 5 pages) and suitable for public review. The contractor will also provide public policy expertise related to facility fee policies.

Period of Performance
The contract will last for one year with the expectation that most work will be completed within 90 days of contract award. The final report is due by December 1, 2025.

Place of Performance
The work will primarily take place in Maryland, utilizing data sets provided by HSCRC.
