Energy Storage Program Design Study
Background
The Maryland Public Service Commission (Commission) is issuing this Request for Proposals (RFP) for technical consulting services to perform a study of the benefits and costs associated with the deployment and operation of electric distribution connected energy storage devices in Maryland.
This initiative follows the enactment of Senate Bill 697/House Bill 910, which directs the establishment of the Maryland Energy Storage Program (MESP) aimed at achieving significant energy storage capacity targets by 2034.

Work Details
The contractor will conduct a comprehensive study focusing on two primary workstreams: Incentive Design and Grid Services Design for both behind-the-meter and front-of-the-meter energy storage systems.
Key responsibilities include:
1. Evaluating potential benefits and costs associated with energy storage deployment.
2. Developing methodologies for calculating available revenues and deployment costs to guide incentive levels.
3. Studying various use cases, including residential, commercial, and industrial customer classes, to recommend incentive level calculation methodologies.
4. Analyzing contributions to Maryland's clean energy goals and estimating monetary values for incentives based on theoretical models.
5. Conducting stakeholder engagement through meetings with the Maryland Energy Storage Program Workgroup to finalize data assumptions and present findings.

Period of Performance
The contract will have a duration of one year, starting from the Notice to Proceed (NTP) date, with specific deliverables due throughout this period, including a final report by December 15, 2025.

Place of Performance
The primary place of performance is at the Maryland Public Service Commission located at 6 St. Paul Street, Baltimore, Maryland 21202.

Bidder Requirements
There are no minimum qualifications required for bidders; however, contractors must demonstrate their capability to provide all requested goods and services as outlined in the RFP.
Additionally, contractors must maintain specified insurance coverages throughout the contract duration.

Pre-Bid Conference
4.1.1 A pre-Proposal conference (Conference) will be held at the date, time, and location indicated on the Key Information Summary Sheet. 4.1.2 Attendance at the Conference is not mandatory, but all interested parties are encouraged to attend in order to facilitate better preparation of their Proposals. 4.1.3 Following the Conference, the attendance record and summary of the Conference will be distributed via the same mechanism described for amendments and questions (see Section 4.2.1 eMMA). 4.1.4 Attendees should bring a copy of the solicitation and a business card to help facilitate the sign-in process. 4.1.5 In order to assure adequate seating and other accommodations at the Conference, please e-mail the Pre-Proposal Conference Response Form (Attachment A) no later than the time and date indicated on the form. In addition, if there is a need for sign language interpretation or other special accommodations due to a disability, please notify the Procurement Officer at least five (5) Business Days prior to the Conference date. The Commission will make a reasonable effort to provide such special accommodation.
