Description

2.1.1 The PUBLIC SERVICE COMMISSION (Commission or the "Agency") is issuing thisRequest for Proposals (RFP) for the evaluation of potential applications for proposedtransmission energy storage projects, complying with the Next Generation Energy Actpassed in 2025 as enrolled in Senate Bill 937/ House Bill 1035.2.1.2 It is the State's intention to obtain goods and services, as specified in this RFP, froma Contract between the selected Offeror and the State.2.1.3 The Commission intends to make one award as a result of this RFP. See RFP Section 4.9Award Basis for more Contract award information.2.1.4 An Offeror, either directly or through its subcontractor(s), must be able to provide allgoods and services and meet all of the requirements requested in this solicitation and thesuccessful Offeror (the Contractor) shall remain responsible for Contract performanceregardless of subcontractor participation in the work.
Background
The Maryland Public Service Commission (Commission) is issuing this Request for Proposals (RFP) for the evaluation of potential applications for proposed transmission energy storage projects, in compliance with the Next Generation Energy Act passed in 2025.

The Act mandates the Commission to issue solicitations for a cumulative 1,600 MWs of front-of-the-meter transmission energy storage, with each device having a minimum duration of four hours. The first solicitation must be issued by January 1, 2026, and the second by January 1, 2027. This RFP aims to support the Commission's staff in fulfilling these legislative requirements and to ensure that selected projects meet state energy goals.

Work Details
The Contractor will be responsible for:
1. Evaluating applications for proposed transmission connected energy storage projects and assisting in the development of an application process.
2. Preparing reports and deliverables that will become the property of the Commission, including evaluations of applications to support decisions on approvals or denials.
3. Conducting pre-application tasks such as establishing communication protocols and developing criteria for application completeness.
4. Hosting a secure website for application submissions and facilitating communication with applicants.
5. Performing detailed project evaluations using industry-standard tools to assess market revenues and rate impacts over a contract duration of either 15 or 20 years.
6. Participating in public hearings to present findings and respond to questions from stakeholders.

Period of Performance
The contract will span three years with no option periods, commencing upon contract award.

Place of Performance
The primary place of performance is at the Maryland Public Service Commission located at 6 St. Paul Street, Baltimore, Maryland 21202.

Bidder Requirements
There are no minimum qualifications required for bidders; however, all Offerors must be able to provide all goods and services requested in this solicitation and remain responsible for contract performance regardless of subcontractor participation.
