Elevator Maintenance Services for MVA

Background
The Maryland Motor Vehicle Administration (MVA) is a key state agency responsible for providing a wide range of services to Maryland residents, including vehicle registration, licensing, and titling. MVA facilities are located across the state to serve the public and ensure efficient operations. The specified locations consist of multiple floors, and to ensure accessibility for both customers and employees, elevators and dumbwaiters are essential.

Proper maintenance and reliable functioning of these elevators and dumbwaiters are vital to the daily operations of the MVA, ensuring safety, accessibility, and customer satisfaction.

Work Details
The contract involves comprehensive elevator and dumbwaiter maintenance services at the MVA Glen Burnie Facility, Office of Information Resources (OIR), and Westminster Branch. Responsibilities include:
- Performing routine maintenance, adjustments, repairs, inspections
- Ensuring compliance with safety standards
- Maintaining equipment logs
- Providing emergency service calls
- Conducting monthly inspections
- Submitting detailed monthly reports summarizing work performed
- Maintaining a stock of necessary parts
- Ensuring only new manufacturer-approved parts are used for repairs
- Maintaining 24/7 contact with emergency response personnel
- Conducting safety tests as per ASME codes
- Managing an Extra Work Allowance Fund for non-routine tasks up to $75,000 over five years
- Completing Service Tickets for all work performed.

Period of Performance
The contract duration is three years with no renewal options, beginning October 26, 2025.

Place of Performance
Services will be performed at the following locations:
(A) Maryland Motor Vehicle Administration Headquarters, 6601 Ritchie Highway, Glen Burnie, MD 21062;
(B) Office of Information Resources (OIR), 1 Orchard Road, Glen Burnie, MD 21060;
(C) Westminster MVA, 1106 Baltimore Boulevard, Westminster, MD 21157.

Bidder Requirements
Bidders must have a minimum of five years' experience in elevator maintenance within the past seven years. They must be licensed by the Maryland Department of Labor to provide elevator installation and maintenance services. A DLLR Licensed Elevator Mechanic must be present at all times during service performance. Bidders must submit valid licenses for all mechanics assigned to perform services under this contract.
