DT-000-230-002 (Re-bid) Demolition of Buildings 10-13, 17, 18, and 21 at the Department of Juvenile Services - Charles H. Hickey, Jr. School

Background
The Department of Juvenile Services is issuing this solicitation for the demolition of Buildings 10-13, 17, 18, and 21 at the Charles H. Hickey, Jr. School located at 9700 Old Harford Road, Parkville, MD. The goal of this contract is to safely demolish these structures while ensuring compliance with all local, state, and federal regulations regarding hazardous materials and waste disposal.

Work Details
The successful contractor shall provide all labor, equipment, tools, materials, and supplies required for the demolition of the specified buildings.

Buildings include:
- Buildings 10 - 13: each approximately 9,822 square feet (built in 1931)
- Building 17: 9,822 square feet (built in 1929)
- Building 18: 9,822 square feet (built in 1929)
- Building 21: 59,000 square feet (built in 1930)

Demolition tasks include:
- Material handling
- Removal and disposal of all materials including hazardous materials
- Recycling of demolished materials
- Extermination of buildings one week prior to demolition
- Providing a fire hydrant water meter connection for dust control
- Submitting debris manifests and dump site delivery tickets
- Removing concrete footings/foundations
- Backfilling excavated areas with approved fill materials compacted to ASTM standards
- Finishing grade with topsoil and hydroseeding
- Establishing grass on-site within two months post-demolition
- Repairing disturbed areas
- Ensuring safety markings around work areas
- Daily cleanup of construction debris.

Period of Performance
The work must be completed within three hundred sixty-five (365) calendar days from the date designated by the notice to proceed.

Place of Performance
The contract will be performed at the Charles H. Hickey, Jr. School located at 9700 Old Harford Road, Parkville, MD.

Bidder Requirements
Bidders must be licensed in the State of Maryland as a General Contractor with a minimum of five years' experience in similar projects. The contractor must comply with Minority Business Enterprise (MBE) participation goals of 25% and Veteran-owned Small Business Enterprise (VSBE) participation goals of 3%. A bid bond is required for bids over $100,000. Contractors must also submit a Payment of Employee Health Care Expenses Certification and comply with prevailing wage rates applicable to contracts over $250,000.
