Description

Background
The State of Maryland, through the State Highway Administration (SHA), is issuing this Invitation for Bids (IFB) for the HVAC Controls Project at the Cambridge Maintenance Facility. The project aims to address deficiencies in the existing Building Automation System (BAS) at the facility located at 2954 Old Route 50, Cambridge, MD 21613.

The SHA's mission is to ensure safe and efficient transportation systems, and this contract aligns with their goal of maintaining and improving infrastructure.

Work Details
The contractor will be responsible for the following tasks:
1. Complete demolition and removal of existing JACE and NDIO modules in the boiler plant.
2. Replacement of these modules with the latest commercially available JACE and NRIO modules, including firmware and software upgrades compatible with SHA's FINstack server.
3. Restoration of control sequences to original configurations using existing as-built controls documentation.
4. Integration of new modules into the existing SHA FINstack server without third-party software.
5. Replacement of four terminal device controllers with new JACE and NDIO controllers, following similar installation and integration procedures as above.
6. Provision of twelve uninterruptible power supplies (UPS) rated at a minimum of 600 VA.
7. Development of software-based programming tools for graphics development that do not require hardware keys.
8. Coordination with SHA for establishing trend points across six graphical user interfaces.
9. Conducting a BAS Factory Logic Proveout Session, field checkout, testing, demonstration for owner acceptance, and providing on-site training for a minimum of four hours.

Period of Performance
The contract duration is anticipated to be 6 months, starting from September 2, 2025.

The work will be performed at the Cambridge Maintenance Facility located at 2954 Old Route 50, Cambridge, Maryland 21613.

Bidder Requirements
This procurement is designated as a Small Business Reserve Procurement; only certified small business vendors are eligible to bid. Bidders must have a minimum of five years' experience with installation and programming of Tridium-based control systems and must be registered with the State Department of Assessments and Taxation.
