The Maryland Department of Natural Resources (DNR) is issuing this Task Order Request for Proposals (TORFP) to procure a contractor for maintenance, repair, and technical support services for State-owned communications tower infrastructure and associated radio frequency (RF) systems across eleven tower sites.
These sites are critical components of the Maryland First Responder Radio System Team (FiRST), which provides secure and interoperable voice communications for first responders in Maryland. Work Details
The contractor will provide a comprehensive one-year Preventive Maintenance (PM) program for eleven DNR tower sites. Responsibilities include:
1. Shelter Maintenance: Four visits per year to perform housekeeping, pest control, and complete a Preventive Maintenance Checklist.
2. Tower Site and Grounds Maintenance: Four visits per year for vegetation management and structural visual inspections.
3. HVAC Systems Maintenance: Quarterly checks of HVAC systems, filter servicing, and one annual full preventive maintenance by a certified technician.
4. Generator Maintenance: Quarterly checks and one annual full service by a certified technician including oil/filter changes and battery tests.
5. Annual Tower Structural Inspection: One visit per year for a comprehensive climbing inspection by certified climbers with detailed reporting on structural integrity.
6. Communication and Reporting: Monthly status reports on completed work, deficiencies, safety incidents, etc., along with immediate notifications for propane levels below 50%.
7. Compliance with ANSI/TIA-222-H standards for inspections and OSHA Best Practices for safety.
Period of Performance
The contract will have a base period of one year with no option periods, commencing from the effective date of the contract.

The services will be performed at eleven locations across Maryland as specified in Section 2.1.1 of the TORFP.
