DNR Hillsboro Armory Parking Lot Resurfacing

Background
The Maryland Department of Natural Resources (DNR) is seeking a contractor to resurface the parking lots at the Hillsboro Armory located at 3011 Starr Road, Queen Anne, Maryland 21657. This project aims to enhance the facility's accessibility and safety for users. The procurement has been designated specifically for Certified Small Businesses, emphasizing the state's commitment to supporting small enterprises.

Work Details
The contractor will be responsible for providing all necessary labor, equipment, materials, supplies, and insurance required to complete the resurfacing of the parking lots. The project includes:

- Base Bid: Completion of all work as described in project documents, including labor, materials, removal, overhead, and insurance.
- Unit Price #1: CR-6 material at a cost per ton for an estimated 20 tons.
- Unit Price #2: Patching at a cost per square yard for an estimated 10 square yards.
- Unit Price #3: Bituminous Concrete at a cost per ton for an estimated 1,830 tons.
- Unit Price #4: Backfill and grade shoulders with topsoil at a cost per ton for an estimated 20 tons.

Period of Performance
The contract work is expected to be completed within 60 calendar days from the date of Notice to Proceed. The bid price will remain firm for a period of 120 calendar days from the bid opening date.

Place of Performance
All work will be performed at the Hillsboro Armory located at 3011 Starr Road, Queen Anne, Maryland 21657.

Bidder Requirements
Bidders must be certified as Small Businesses. They are required to submit various documents with their bid response including but not limited to: Bid Response Packet, Bid/Proposal Affidavit (Attachment A), Bid Bond (Attachment C), Conflict of Interest Affidavit (Attachment I), and MBE Forms D-1A (Attachment D). Additionally, bidders must have an approved Maryland Department of the Environment (MDE) license as a marine contractor.
